EU countries that grant residence for a property purchase

Fewer EU countries grant residence for buying property every year: Spain closed its route in 2025, Portugal in 2023. ABTürk Yatırım follows the programmes that remain open, selects the right country and property for you, and manages the purchase and application with local lawyers and advisers.

Romania

Residence via property

From €50,000 · Capital into a company plus the administrator role (administrator route) or the investor route for larger projects. Property becomes part of the investment structure. EU and Schengen member.

Greece

Residence via property

€250,000–800,000 · Golden Visa: €800,000 in Athens, Thessaloniki, Mykonos, Santorini and larger islands (single property of at least 120 m²); €400,000 elsewhere; €250,000 for restoration or commercial-to-residential conversion. Five-year renewable residence, no stay requirement.

Cyprus

Residence via property

From €300,000 · Permanent residence with at least €300,000 (plus VAT) in a new residential or commercial property and proof of foreign income. EU member; not a full Schengen member.

Malta

Residence via property

Property + contribution · Permanent residence programme (MPRP): property purchase or lease above set thresholds, together with a government contribution and a donation. Total cost from about €150,000; family can be included.

Latvia

Residence via property

From €250,000 · Five-year temporary residence with property of at least €250,000 and a state fee of 5% of the price. Schengen member.

Hungary

Conditional / indirect

€250,000 fund · Guest Investor programme: the direct residential purchase option was withdrawn; €250,000 in a real-estate fund gives a ten-year residence. Schengen member.

Portugal

Conditional / indirect

Fund route · The Golden Visa continues, but the residential property route was removed in October 2023; options such as a €500,000 fund investment remain. Property can still be bought as an investment; it does not grant residence.

Spain

No property route

Golden Visa closed · Residence for property purchase ended on 3 April 2025. Property remains attractive as an investment; for residence the non-lucrative and digital nomad visas are the routes considered.

Italy

No property route

Investor visa · Buying property does not grant residence. The investor visa (€250,000 in a start-up, €500,000 in a company) and the elective residence on passive income exist and can accompany a property purchase.

Thresholds and conditions reflect public official sources as of 2026; programmes change often. Before any application the current rules are confirmed with a licensed lawyer in the country concerned. Owning property does not by itself create a right of residence; eligibility depends on the person and the investment structure.
