10 km from Oradea and about 30 km from the Hungarian border; 81 hectares under superficies rights valid until 2057, 48.1 MW AC grid connection contract signed (COD November 2029), building permits obtained for both plant zones.
The project
A solar park project in western Romania, 10 km outside the city of Oradea, near Oșorhei commune in Bihor county and about 30 km from the border with Hungary. The design combines a tracker-based photovoltaic system of 48.1 MW AC / 63.5 MW DC with a battery energy storage system (BESS) of 50 MW and 201.2 MWh.
Land rights
- 81 hectares secured through superficies contracts of up to 40 years.
- 1,500 euros per hectare for 57 hectares and 2,200 euros per hectare for 24 hectares, indexed to EUROSTAT.
- Valid until 13 February 2057, with a unilateral 10-year extension option.
Permitting
- The 63.5 MW DC plant is divided into two zones, PV 1 – 26.6 MW DC and PV 2 – 36.7 MW DC, both with building permits obtained.
- The building permit for the underground cable route is expected in September 2026.
- The establishment permit application has been submitted to ANRE.
Grid connection
- The grid connection contract was signed in March 2025, securing 48.1 MW AC of connection capacity; commercial operation date November 2029.
- The approved solution connects to a 110 kV bay at CET 2 Oradea through an approximately 8 km underground 110 kV cable route crossing public property.
- The N study found an overload on a 3.5 km double-circuit 110 kV overhead line owned by DEER, with reinforcement works estimated at about 0.7 million euros; for N-1, automation equipment of about 0.3 million euros was chosen for a transformer in the Oradea substation and two 110 kV line segments.
- Grid conditions have changed favourably since the ATR was issued, so these reinforcement and automation works are expected to no longer be necessary.
How ABTürk helps
Our Bucharest team manages the transfer of the project company, the review of the superficies contracts and permits, the assignment of the grid contract and the structuring of the investment. Technical and legal documentation is shared after a non-disclosure agreement. The information on this page is based on the developer's presentation; final terms are confirmed during due diligence and contracting.
